# GCS product charter — money flow, deals, three proofs

## 1. What the product is

**Global Control Structures (GCS)** tracks dollars from **sovereign borrowing
and dollar printing** through **banks → foundations & FIC managers → MIC/TIC/FIC
→ redistribution contracts**, with focus on **political, military, financial,
and technical deals** that redistribute value and control — including technique
patterns associated with **pump-and-dump style sequences**.

It produces three proofs, always from the public record:

It is not a contract register. Contracts are rails for evidence integrity.
The product is the study, the instrument, and the proof surfaces.

5. Backend / persistence — when multi-year point-in-time queries outgrow fixtures

## 5. What contracts must still protect

- Demonstration standard (shown, not alleged)
- Concordance across independent bearings
- Lawful public sources; primary-record traceability
- Explicit uncertainty
- Quantify off-record **effect**, never manufacture transcript
- Forecasts: CI + decay + OOS when claims go live
- “Pump and dump” as **pattern class / signature strength**, not automatic legal verdict

## 6. Near-term build order

1. Mission + charter (this file + `04-…`)
2. Flagship instrument modes aligned to three proofs
3. **Deal ledger fixture** (representative global deals across political/military/financial/technical)
4. Technique-phase detector UI (accumulate → catalyze → extract → lock)
5. Intent attachment cards (13D language, structural determination)
6. Future strip with decay on real catalytic calendars
7. Live multi-clock sources only after fixtures prove the three proofs

## 7. Non-goals (until proofs are real)

- Production API / containers as progress theater
- Expanding contract count instead of deal evidence
- Oracular prediction or conspiracy-source narration
- Summing stacked tiers into a fake capture total

## 8. Acceptance

A reader can answer for a named deal sequence:

1. What intent is proven from the record?
2. What actions moved money / capability / control?
3. What is likely next, and when does that estimate expire?
